I have over 20 years experience as a legal secretary and have been submitting to every possible job posting (administrative/clerical) and nobody is calling. I have been told that there is nothing wrong with it by others (even by a lawyer). I cannot understand it. I have the education and the experience.

I think the two factors that make a resume stand out are believeability and format. Are your skills highlighted, or your job history? Do you use a lot of fluffy language that makes you sound like you're trying to hard to impress them, or are you using facts? Is your resume too long...long resumes will be pushed to the back of the pile - see if you can't condense it!
A resume is used to see if someone is qualified and if they'll fit in the workplace. If you want work, make sure your resume sounds like you'll fit in anywhere and that you have a variety of experiences that you can bring to the team.

Sometimes when you put it in your own handwriting it will get their attention, but also if you keep calling or going in person once a week, they know you really want the job. Make sure you tell them you think you can be able to help their company. It is like selling a product, but you are selling your experience. Good luck

Maybe you are overqualified for many of the jobs you apply for. Be more selective and apply only for the jobs you are really suitable for you instead of "Every possible job posting" Good luck.

You don't know who else is applying, though. Those people may have more education and more experience.
