Marijuana was legal when Prohibition went into affect and saw a rise in popularity as people sought an alternative for the alcohol they couldn't get anymore. Two factors combined to make Marijuana illegal, one, the liquor industry that didn't want competition and the other was the bureaucracy set up to suppress alcohol found itself out of business once alcohol became legal again. When has any bureaucracy ever dismantled voluntarily? They just created a new boogie-man to suppress.

In the state where I live, no person or persons has ever gotten enough signatures to even put the issue on a referendum. It's my understanding that, in other states, when it is on a referendum, it usually goes down in defeat.

So I would have to guess that it's the majority of people who actually take the time to vote that are responsible.

I think the reason is that marijuana has garnered the reputation of being a gateway drug. Most young people in rehab invariably state that their first foray into drugs was marijuana - and this stigma seems to be the determining factor in many peoples minds.

In my opinion, it's a catch 22 in a way - if it were never illegal, it might not be so closely associated with all of the other much more dangerous illegal substances. When people talk of alcohol, the subject rarely leads to a discussion about illegal drugs - this can not be said of marijuana.

It started with the cotton industry. Hemp vs cotton from there it has mushroomed.
