I would suggest tunneling to a computer you control, perhaps your home computer? You can follow the tutorial below for instructions on how to setup a tunnel using free tools.

If it's a site you need to get to for work purposes, ask your boss and/or the IT people about unblocking it, whichever is appropriate for your company.

If you don't need it for work, your best bet is to not worry about it and visit that site from home.

Some answerers may recommend that you try using one or more proxy sites. My advice regarding those is to steer clear. If you get caught using a proxy to get around a block, you're probably going to be in big trouble, possibly to the point of risking your job. Don't go there!

Try a system restore and restore to previous settings. Or create another profile. If he is using a password protected program you can't do anything. Unless you have password. If you know his password it will be easy. Hint: look in his office or place of work for password. Try something he likes, like comic hero, football team or kids or wife names. It can be many things, but once you have discovered the password it may be universal. Which you keep to yourself and don't tell a soul. Remeber altering a PC can lead to a password change. Also take into account the repercusions of your actions. Wait till you get home to access websites if its not worth your job.

once IT blocked some websites, it is because these websites can cause disturbance to your work. However, if you can get proxy servers, you can reconfigure the browser settings so you can access the websites. To configure browser settings, for IE browsers, go to internet options, connections tab then click LAN settings. Select "use proxy settings" then type in the proxy server.
