Let him do it. If he has the skills, it will certainly be cheaper than the dealer cost. Be sure to do all that is required by the dealer in order to keep your warranty valid. Also maintain all receipts for proof if necessary.

Tuneups generally consist of oil and filter change. Spark plug replacement may not be required based on the mileage of the vehicle. Check you owners manual concerning this, fluid and filter change on the transmission, if automatic. Air filter change should be done. The best thing to do is review your owners manual or consult with the dealer on what items are required at this point.

Check your owners manual for the maintenance requirement to see what is needed for your time/mileage. Tune up's are really a thing of the past, but the term seems to live on. With a newer vehicle engine at the mileage you have, spark plugs would be what is likely needed. These are fairly cheap and usually easy to do yourself. You should check your air filter every 10,000 miles or so, and change your antifreeze every two years. There is no way I would pay $500.

This is a touchy question. First, a question for your question. Is the car still under warranty extended or not. Read your fine print. Most of the time if your inlaw is competent ??????????? He can. Make sure you keep all the receipts for your parts (suggest factory replacement parts either way, believe it or not they make a difference). Document the mileage on the receipt. Second suggestion. You can split up your services at your dealership. If you have a good service writer, they are suggesting a 30,000 mile's service which you are way over due. So at one oil change do the tune-up, at the next oil change do the trans. service, next cooling system and so on. This way you get done at the dealership, stay under warranty, don't bother your inlaws, and don't go broke.

Go ahead and do what you can yourself.
Even changing the oil is not hard.
Go to the auto parts store and get the stuff you will need. Like Oil, Oil drain pan, Oil filter, air filter, plugs and even plug wires.
You do not have to buy it all at once. Do it as you can afford to then set aside a day to go out and do it yourself. It is cheaper.

Once you find out what needs to be done I'm pretty sure your brother in law could do it, but if it's still under warranty I'd take it to the dealer. Why? Because if you have a problem and go in for warranty service they could say... "remember that time you did the service? Well did you inspect whatever part like we would have done if you had let us do it?" You see where I'm going with this....

a complete tune up consists of---spark plugs, air filter, fuel filter, oil and filter, and lube the joints if applicable...easy stuff to do your self, or for the car freak and should only cost around $100.00 for everything...i don't think you have plug wires but i'm not shure...hope this helps..
