Their is a Latin inscription on the walls of the Assembly and Senate room in the State capitol of California, so what does that mean?

Perhaps if you posted the Latin you might get some responses. How many people here on Yahoo who know Latin do you think have actually been there and have seen it? And remember the whole inscription?
