Check under the sink to make sure there isn't a shutoff valve turned off. It could also be a washer disintegrated clogging up the line.

There may, be a stop tap for the tap, which doesn't affect other taps, which someone has turned off.
The only other things I can think of. are something blocking the tap, which you would notice, or the tap itself is failing to open the seal.
If you intend to take tap apart to look into it, be sure to turn off the stop tap which leads to that tap, and more likely to other water outlets as well, not the supply tap where water enters the building, as this won't stop the water from the storage tanks.
Hope you sort it out, if not try ringing a plumber for advice, some ARE that considerate, as I found when I was having problems fitting self cutting tap for washing machine, it might have more chance if a lady rings.

Check the valve near the floor level on the hot water line under the sink. See if someone has turned it to off. make sure it is wide open.
First thing to do if the hot water faucet is separate is take off its strainer and see if that is clogged. If so rinse it clean to get that debris out. Turn on the water and the faucet and see if it is OK. If so put the strainer back and you are done.
If the valve and strainer are OK, you need to look at the faucet for the hot water. Sometimes the washer has crumbled and is jamming the opening that the hot water enters. To do that shut off that lower valve, take off the screw holding the handle, use a wrench to take off the faucet nut, unscrew the valve stem [turn as if turning on the water], and look at the washer area on its bottom. Also shine a flashlight into the inlet hole in the faucet body. If the inlet is blocked by faucet debris poke a coat hanger into it to free it. Look also at the washer and see if it looks worn or broken. If so take it to the hardware store and buy a new washer for it and ask them about how to put it on if you have a question about that. Put it together again and check for water flow.

The easiest and quickest is to check, like so many people have said to check that there isnt a cut off valve that is off, use a slotted screwdriver to turn the valve so that the slot is in line with the pipe, many new bathroom sinks use a flexible smaller 10mm pipe to connect to the main pipe, this may be blocked, tho if this is the case I think you may need a plumber if you are unsure as to what to do regarding turning and draining your hot water system

Probably a clogged cartridge. Try shutting off hot water at the tank, then open a hot water valve somewhere else that is lower than the sink valve. Then open the valve that wont work. It may suck the sediment out of the valve. If not you'll need to pull the cartrige and flush it out.

is there a shut off valve for it? check to see if there is first. sometimes there are two lines ran off the same shut off.
