Well, I grew up in California during 2 different droughts. Back THEN it was a RULE not to flush (same rhyme others have used) if it was just a # 1.
The PENALTY for excess water use was HEAVY... $250 fine.
Public restrooms stink because of idiots who don't AIM... and poor ventilation and cleaning.
I'm a STRAIGHT male and my bathroom is SPOTLESS... and YES, I raise and lower the lid out of habit.

I sometimes dont flush when i pee when im at home im girl. I drink lots of water so it dont even look like I pee.
