OK, it's a fractional measurement. What % means is /100.
So 90% is equal to 90/100.
And you can cancel that down to 9/10.
In decimals, the first column to the right of the decimal point is the tenths column, the second is the hundredths, and so on.
so 1.23 would be 1 unit, 2 tenths and 3 hundredths.
So 9/10 can be represented by 9 in the tenths column:
0.9.
Basically, unless otherwise specified, 100% means 100% of 1. So 90% means 90% of one. Which is the same as nine tenths.

this sounds like a homework question to me,
ok 100% would be the first whole number which is 1 so anything under that must start with a 0.
so 90% would be 0.9 but as you don't need to say the zero you say .9
