Wire can be without plastic as well - they both are called wires. If its thicker e.g. more than 3-4 mm, then you can call it rod.

Do you mean an electric cable? The live and neutral are covered in plastic, blue and brown or red and black, and the earth wire is bare, so it would be the earth wire, or earth continuity conductor.

the language is very difficult to learn.

and too many different things given the same name.

wire, cable, rod, flex, cord, lead..... are all pretty much good names for what you are describing.

what are you using it for?

wire - small, for inside electrical items
cable - bigger, for higher voltages
rod - normally harder, not as bendy/flexible
flex - short for 'flexible'
cord - generic term for anything long, flexible, string-like
lead - (pronounced 'leeed') normally describing the main power cable to an electrical item.
