UC Berkeley. A lot of the Engineering professors are Russians too.

I know that Columbia was the best school for Russian in the early 1990s -- don't know if it still is. I'm sure that their engineering program is quite good.

MIT is great for engineering, and allows you to cross register at Harvard.

Stanford and Berkeley would be great at both.

i doubt you will find a great one in both... as far as engineering goes MIT, Cal-Berkley, Virginia Tech and West Virginia have great programs
