Of course they can! The only extra requirement is an outside mirror on the passenger side, which is now mostly standard equipment on all vehicles.

Yes - at least in California. In fact, in California, a law was recently overturned prohibiting the use of earplugs since the deaf are allowed to drive.

Yes, and if the person declares they are deaf at the DMV they might have to abide by special rules that their car have two outside rearview mirrors. In Germany, they have to get a doctor's letter stating they are not mentally handicapped. Deafness is a trait for those with mental disabilities.

With special equipment, yes -- unless the system has changed recently, I believe in most states a deaf driver would be required to have special oversized mirrors on the vehicle that would enable him to see what he cannot hear.

Yes, it is legal for them to. It is indicated on their drivers liscences that they are legally hearing impaired.
