I have never heard the term "central punishment" before, nor could I find any reference to it. Can you give more details or explanation? The previous posting certainly seems like a possibility - a set punishment for a given misbehavior (for example, the exact same punishment for stealing) without considering individual circumstances. But I couldn't find any source that suggested that definition.

The same idea as central government. Not taking the into your own hands. Ie. All criminals are punished by the same governing body. Also if someone kills someone else with good reason they get the same punishment as someone who kills for fun.

If you mean Capital punishment it means Death Sentence.
There are all kind of opinion on it, most advance countries had abolished death penalties, but lots of them have reinstated it.
The debate is on going, when ever a person is found innocent after the execution of death sentence, it picks up the momentum.
I do not believe in this capital punishment, mainly because if a mistake is made it is non reversible.

I don't think there is any central punishment. There is only, 'Capital Punishment', which means 'Death Penalty'.
