A long time ago in the US, people associated the scottish and the irish with being funny as part of their genetic make up. This was a view that some scots and irish even held with pride. Georgia was also known for having such a large irish and scottish population that it was known as "The Cracker State" in the 1800s.
A cracker was basically someone who "cracks" a lot of jokes but usually always refers to scotch or irish. You can find this even back in some of Shakespeare's plays, like King John. Implied in the term cracker is that they don't fit in with other white culture. However, nowadays, especially in florida, it is just a pejoritive for any white person.

Dictionary.com defines it as:
5.Slang (disparaging and offensive). a poor white person living in some rural parts of the southeastern U.S.
Personally, I live in New England, but if someone called me a cracker I'd probably say, "Yeah, and?" But then, I don't take offense to the term redneck either... The only thing stopping me from having a Transmaro up on blocks in my front yard is lack of space! :P
The above is most certainly the term you are referencing. Other than the obvious crispy biscuit, another definition of cracker is:
n. One who breaks security on a system. Coined ca.
1985 by hackers in defense against journalistic misuse of hacker
(q.v., sense 8).
Use of both these neologisms reflects a strong revulsion against
the theft and vandalism perpetrated by cracking rings. While it is
expected that any real hacker will have done some playful cracking and knows many of the basic techniques, anyone past larval stage is expected to have outgrown the desire to do so except for immediate, benign, practical reasons (for example, if it's necessary to get around some security in order to get some work done).

Cracker is a contemptuous term for a poor rural white person,
especially in Georgia or Florida.
I believe it is derived from plantation owners who "cracked the whip" to keep slaves in line.
Now it is used as a derogatory term for white people much like
the word honky.

The racist use of the word CRACKER means: a white, fried(hellish hot), square(un-hip), salty, flaky, white person who is easily broken by touch and crumbles when force is applied(like in boxing/fighting). I'm from the south so that's the TRUE definition.

Its a derogatory term for a white person. "cracker" is a term of derision for white southerners. http://en.wikipedia.org/wiki/White_cracker
Depending on how it is used, it can be insulting, or humerous. Same as the infamous "n" word, it depends on the person who is calling you the name.

The term is used to describe a Southern "redneck". The origin is from the time when Southerners owned slaves and cracked their whips at them.

At first, I thought it was a wheat crisp that goes good with soup.
But I think it's a racist term for a white person.
