OK:
first of all you have to be a civilization that can get them. (Check The Manual)
Then you must research CHEMISTRY in the university, and then research cannon galleon in the Docks.
This should be correct.
If you just start in the Post imperial age you can get them without doing the above, if you are the correct civilization
