use a deep purple/plum color to line your lashes (top and bottom), then use a deep lavender on your lids and sweep a light yellow or white in the crease of your eye. also, just under your brow, sweep white and just in the corner of your eye put a dot of white. a little bit of black eyeliner over the purple (bottom only) tones down the purple and makes it look classier. and a little bit of black mascara to top it off. using the purple tones makes blue eyes "pop." as for lips, a dusty rose or mauve with a hint of shimmer would look nice. for blush, a pale pink. if you have a lot of blemishes or scars from blemishes, stay away from shimmery blush because it will only make the problems stand out. instead go for subdued, flat colors.
i have the same coloring as you do and i think it looks great on me. i actually got these tips from "what not to wear" when camindy was doing a lady's makeup, who had similar coloring as well.

I recommend a blush with very little red/pink in it. Something neutral, but not quite as brown as a bronzer. Then, for eyeshadow, browns would look great with your eyes. I suggest a very pale highlighter below your eyebrow and on the inner portion of your lid. THen a mid-brown on your lid. Then, a dark brown on the crease to add depth. I like a dark brown eyeliner for your coloring. Mascara: Black.
Lip color: A neutral based pink (it shouldn't actually look pink, just not orange).
I do this for a living with mary Kay. I suggest you find a consultant that can do your colors to help you decide what you like. It is FREE.
Colors I suggest:
Eyeshadow: Moonstone, Hazelnut and Vintage Gold
Eyeliner: Sable
Cheeks: Sunny Spice or
Lips: 2 options:
1-liner: Neutral
with shell or Toffee lipstick
2-liner: dusty pink
with Dusty Rose
Good luck!

A melon w/ teal eyeshadow will bring out your eyes.
The eyeliner should be a dark brown/sable either above or below the eyeNEVER both!
Mascara should also be a dark brown/sable.
Blush should be a neutral beige to brown tone.
Lip color also a neutral to brown.
I do not recommend anything with red/orange in it because you have red tones in your face and that can make you look even more ruddy.
Good Luck.

Immediately, I though of bronzes, browns, ad corals. Don't be afraid of color...there are many colors that may work. Since it is around Christmas time, you should find an inexpensive makeup set that has the zillion mascaras and play around with what you like on your skin. You can also look at magazines of models that look similar to yourself for ideas.

Look at the inside of your forearm under a good light. Do the veins appear more blue or green?
If blue, your skin is likely more pink and you should stick with cooler colors. Pinks or reds with blue bases, plums, mauves etc...
If green, your skin is likely more yellowish and you should go with the warmer shades. More golden colors, with yellow undertones, peachy/orange shades and gold/browns or gold/greens...
I hope this helps!

use a fair pink blush kinda on the coral side--not too orange. stay in the pinks. use clear or pink shimmering gloss. browns, tan and bone colors look good on anyone. to make your blue eyes pop out try blue/teal eyeshadow with a smooth smoky effect...lazy? line your lower lids with blue/teal shadow. add blue mascara to the top. for a daily look add a neutral shimmery base to your lids. apply brown mascara to the top and line lower lash line with brown liner--the powder to liquid ones look more natural. yoy can also go for a bolder look and just wear a subdued red lipstick, curl lashes, dust some powder on and ur ready to go.
