stat with uninstallingg programs you don't want, need or use, then run disc cleanup, then disc defrag.
If none of that gives you the results you are looking for, backup all your important stuff, format the disc, and do a clean reinstall

You can try to delete temporary internet files and cookies (Internet explorer ->tools ->options).
Try to install and run Ccleaner (nice cleaning program).
Try "disk cleanup", "defrag", "scandisk" (windows XP system tools).
Install and run a good antivirus (e.g. www.avast.com or AVG) and a good antispyware (spybot, lavasoft adaware).
Remove unused / unneeded programs and files.
