OK I'll answer the second part of your question.
There are a certain number of households who have agreed to have a data recorder installed by the TV company's. This records what programmes they watch. From this smaller number of a cross section of the British public they extrapolate what the nation is watching. For example if 600 out of their sample 1000 people are watching that celebrity jungle bollocks they would say that's 600,000 out of a million people.
Oh the first part of your q is firstly when you buy a tv the shop gives them your address, yes really. Secondly they assume everyones got a tv, and most have so its not hard to keep tabs on you. Ive got a mate whos sister has't got a tv and is always getting letters from them.

It's something to do with the signals you're television picks up and the equipment they use and a very big computer database.
E.G If there are 10 houses on your street and all 10 houses are watching the tv and only 9 of them have licenses, then the TV license man in his van pulls up nearby. He picks up the signals with his equipment being used by the 10 tv's and from his records he will know that only 9 have licenses.

They already know who doesn't have a licence. All they have to do then is wheel up one of their vans to each house without a licence and listen out for the intermediate frequency (IF) signal generated by the TV set's receiver. of course that is more difficult now with TV programmes becoming available on the internet - but you still need a licence to watch those..
Statistics on which shows are being watched are collected by companies who put monitoring equipment in the homes of a representative sample of people - with their permission of course!

In Australia we have no such thing as television licences, what a rotten method of extracting money from the people.
I do not have any idea how they would know if you owned a tv, maybe from sales records! Everything being computerised as it is.
I once filled in a television ratings survey.
It was quite a few years ago now, so it could well be changed.(maybe it is done online now)
Basically we had to fill in a booklet for an entire week, marking down all the programs we had watched (not taped).

They all address on a Database, also when i brought a new telly last year the company gave my address to the TV license people and send me a letter despite the fact that i all ready have one it's under the name of another family member

Firstly, they have a database of all the premises in the UK. Secondly, they have a database of everyone who has recently bought a TV, video/DVD recorder or TV tuner card - I used to work in Dixons and you had to pass on this info'. Thirdly, they obviously have records of everyone with a licence.
I presume they send an application form to anyone, who is on the second list and not on the third.
Their detector vans can pick up the electromagnetic signals from a TV or monitor. If they detect anyone watching television in a premises which isn't on the third list, they are in deep ...

do you know what i would love to know where they get the ratings from like say when an advert is on you flick then sometimes end up watching something else or does the rating just count if you watched the whole show or say if you turned your tv off and the channel was left on bbc 1 would they still class that as you watching it and they get ratings! crazy world! mmm i wonder thanks for putting the question up! and as for the tv license i think everybody else answered that x

Shop pass on details of who buys a TV and same with hire companies.
The image you see on your screen is actually only passing through out of the screen, with the right equipment to pick up this image, someone in the street can see what you are watching, so turn that porn off !!

they have addresses of every household in the country, when you buy a TV from a shop they ask you to fill in a form to say you have a TV license. they have a detector van. but it is mainly done by computers now.
TV companies take a cross section of the country and do survey to find out an approximate number of viewers

the number of sold tv's is a just a statistic but it helps the enforcer to know how many people pay tv license compared to the owner of the tv itself. plus how many people does not even have a tv at their home? :)
