First... what do you want the site for? A personal site is very different from a business one, so first be clear in what do you want to do with the site. The of course do you want it for free (with advertisement) or pay for an exclusive one?
One important thing to do is to educate yourself. Read magazines (on-line or paper ones) and books.
Of course you can do a free page with a simple WYSIWYG (What You See Is What You Get) editor in sites like:
http://geocities.yahoo.com
There you can choose to pay to a exclusive one.
If you want to learn about Internet "programing" go to:
http://www.w3schools.com/
This is the World Wide Web Consortium Page.
Take in account that you don't "need" to know Internet "programming" to make your site, but it helps a lot!! And if you want to make it appealing to other people you MUST read about site design.
Give more specific question about what do you want so we can help you better.

start by checking out Geocities and the help files there, they not only have help files related specifically to the tools in geocities but also some other programs for creating and maintaining websites.
Also check out cnet.com for any online (free) courses for website creation
