First... what do you want the site for? A personal site is very different from a business one, so first be clear in what do you want to do with the site. The of course do you want it for free (with advertisement) or pay for an exclusive one?

One important thing to do is to educate yourself. Read magazines (on-line or paper ones) and books.

Of course you can do a free page with a simple WYSIWYG (What You See Is What You Get) editor in sites like:
