i would like to study in germany and would like some help in finding a college that offers a bachelor in business administration and management in english language .additional information is that i am not a german citizen

preferably go to an English speaking country for that. Besides USA and England you have at least Ireland, Australia and New Zealand to choose from.
If you are not willing to study the local language you will feel pretty lonely and isolated there. Not to mention that it is arrogant.
Generally speaking, if the German university does not offer an English language website for their course they are not going to offer an English language degree, so you shouldn't have any language problems searching for a place. Use google.
