He is being correct in the sense that,It is referred to New York State sometimes to distinguish it from New York City.But I think he means to ask which is the biggest city in New York.And I think New York City is,im not sure.Oh and by the way New York City consists of 62 cities NOT states.

Of the 62 counties, St. Lawrence is the largest in size, but Kings (Brooklyn) is the largest in population.
