Hmm! Whilst probably one or two people could push it over assisted by some strategically placed IEDs and an electric charge, I think that the badger liberation front would have something to say about the activity.

If the badgers were stacked inside or caged they would need inspecting and would probably fail on animal cruelty. Do they have badgers in the US of A? If not you will require import and export licences.

Doomed from the start I believe - however no more than two people with IEDs is probably the answer.

For pushing by hand - well there is an internal steel structure and an external stone block structure - I am sure if a weak point can be found maybe one person with a sledge hammer or a JCB/bulldozer.

The empire state building has a Volume of 37 million cubic feet and The average length of an adult badger is 2 feet 3 inches so it should mean that 16086956 could be contained within the building. The weight of the building is 365,000 tons and the badgers would be 144,000 tons making a combined total of 509,000 tons. Now the stupid calculation, the average weight of a man in America is 86.64 kg which would mean that they could push up to 180 kg each, meaning that it would take at least 2827777 men to push it over. Not to leave the women out, the average weight of an American women is 63.55 kg who could muster the pushing power of 115 kg each so it would take at least 4426086 women to push it over. Now the problem is the surface area of all these people to push in the same direction, it makes more sense if they pulled.

The Empire State Building weighs 331,818 tonnes. The average European Badger weighs 11kg. So, according to Newton's 3rd Law, you would need 30,102,040 European Badgers to support the weight of the Empire State Building.

As for how many people you would need to topple the Empire State Building as it was filled with European Badgers, well, I'm unsure to be honest :-/

You could probably achieve this with a contiguant of 5 people. Basically the badgers are going to get pretty thirsty, and when their mouths are as dry as a badgers ****, 5 people can abseil down one side of the building offering bottles of Evian Still Water (Badgers don't like that Gassy sh*te) the badgers would rush to one side of the building cause it to destabalise and eventually topple on to the streets below.

are the badgers stacked on top of each other, or are they one layer per floor?

because you could fit a lot more badgers into a building if you stack them.
