Is it necessary for an OO architect to know how to program, or is theoretical UML and Design Pattern knowledge enough?

While it may not be necessary to know how to program in theory, in practice it's kind of like the Dilbert comic strip where they get a new manager with an MBA:
"So they taught you how to get the most out of people under tight deadlines while keeping morale high."
"No, mostly they just taught us about finance."
Sure, you can just learn about being an architect, but the experience you need to do that job well is going to come from A) being a sub-par architect who butts heads with the programmers/reality as he/she gains that experience or B) spends some time programming OO first. Your call.

OO Designing and OO Programming is completely different two files. But the OO Designer also require to have some knowledge of Programming

No it is not enough.
Remember all the information sent and received on the net is composes of only a combination of 0 and 1 You do need to understand programing.
Not as easy as it sounds because there are a lot of them already out there and you have to be different in many ways so you do not infringe on some one's patent.
You can't write what has already been written and copy protected.

Theoritical knowledge is not enough, I would recommed good programming experience coupled with exposure to big OO projects. There are lots of things that need to be considered .
