A baby rattlesnake is born with what is called a "prebutton."

Rattlesnakes are born with a rattle segment called a prebutton, at the tip of their tail. The juvenile rattlesnake normally sheds it skin within the first 7 days after its birth. The prebutton is shed with the skin and replaced with a new underlying button. The shedding frequency depends on how much the snake is eating and growing.

Yes, Baby rattlesnakes are born with a button but they shed soon after birth and acquire another piece of the rattle. The sound of a baby rattlesnake is almost inaudible. Each eccdysis (shedding) will add one more segment to the rattle.

Rattlesnakes get a new section every time they shed their skin... so no, a baby rattlesnake doesn't have a rattler.
