Its going to be difficult without an understanding of some basic programming. You mentioned a MySQL editor, im hoping that this is phpmyadmin, this is what I have used to create databases before. Based on what it sounds like your needs are, you might like to try find a student studying this, and ask for his/her help. The are usually itching to get their hands on something to work with. More professional services are available from sites like rentacoder (rent a coder) - google that - Alternatively look around for some basic connection string tutorials wiht mysql and php, im sure with a little tinkering and a lot of patience you might get it working.

I think, the thing you're expecting is going to be somewhat difficult to work without any programming knowledge. Its better to use an CMS (Content Management System) to run your website with News and Links Section. After getting some hands-on experience with few php/mysql codings, you can learn something and try by your own side-by-side. You can get more information on CMSs at http://www.opensourcecms.com

You can learn a lot at the link below. If you had some cash you could buy Dreamweaver which makes creating pages like this a breeze even for non-programmers.

You need to learn to program or hire someone to program for you. There is no other way.
