Apply to local custom & excise office, they will guide you. For small or one time purchases pay custom duty on each occasion after consulting advocate dealing with such matters.

You dont need import licence for import of most of the products.
However, in case U intend to import goods at concessional rate of duty under an exemption notification of customs; you are required to fulfil the terms and conditions of the said notification.
The import is allowed at concessional rate under several schemes notified under Foreign Trade Policy which is at the link below:

In case of concessional rate import you are required to apply to Jurisdictional Office of DGFT for the said scrip/licence

For Import Licese, you have to apply to Department of Chief Controller of Import & Exports (CCI&E), Ministry of Commerce, Government of India, Udyog Bhavan, New Delhi. I am not sure, you are from which city. Some cities have offices of CCI&E, headed by Joint Chiefs & Deputy Chiefs.
First see if the product, you wish to import, needs license.

You don't make them, you apply for them from the relevant government authority.
