Try sim cards from different service providers and see if any of them work, if you find one that works and don't want to use that network then you can get it unlocked by a code or special cable and software for a fee. If none of them work then the phone is barred by all networks (been reported lost or stolen) and will be totally unusable, no codes can unbar a phone as it's the IMEI number that has been barred, there is software out there that can change the IMEI number but you will be pressed to find it and find someone to do it as it's highly illegal.

hi try putting in 2 different sim cards from different networks.if it comes up on the screen phone blocked then the fone is no good really, you could always ring up what ever network the fone is on for help and they may be able to give you codes and stuff over the fone to put into your mobil,as it may just need a puk number to be out in then your fone will be working fine again, you can get it unlocked to take any simcard from places normally market people or some mobile phones shops do this it would cost anythink from a tenner to fifteen pounds.if this fone is stolen i dont think there is anythink you can do as the owner will have to give passwords to get mobile unblocked

Why didn't you buy it from a reputable source so you wouldn't have this problem?
