The United States Electoral College is the official name of the group of Presidential Electors who are chosen every four years to cast the electoral vote and thereby elect the President and Vice President of the United States. The "electoral college" was established by Article Two, Section One of the United States Constitution, which provides for a quadrennial election of Presidential Electors in each state. The electoral process was modified in 1804 with the ratification of the 12th Amendment and again in 1961 with the ratification of the 23rd Amendment.

The electoral college has nothing at all to do with protecting small states from big ones, if it did California wouldn't have as many votes as it does, and Rhode Island wouldn't have as few. The number of electoral votes is the same as officials sent to congress, that means senators and reps. The Electoral College was implemented to protect the people from themselves, during colonial times a vast majority of people were uneducated by modern standards. There have been a few, I want to say three but not sure, instances in which the electoral college vote has not reflected the popular vote. The most recent was in 2000, more Americans voted for Al Gore, however, (the issues in Florida aside) George Bush got more electoral votes.

The electoral college is made up of representatives for each state based on size and population... more population. Each district's votes gets tallied then that Electoral Rep (forget actual name of Rep) casts the vote based on that populus votes. The Rep then casts the ballot for that candidate, or he is supposed to. Then that gets tallied and theres the next president. Gore supposedly got the "popular vote" Gee Dub got the Electoral College votes.
