some of the gaskets i,ve romoved were cemented but not all, it is easy to see that some idiot has pulled it apart in the past by the damage to screw heads and various score marks on the body.

clean the parts thoroughly, and do not i repeat do not use any kind of contact cement glue or anything else on it. those gaskets are designed to seal theirselves.

It is best that you do not use anything on the gasket. Sounds like someone made a mess of it.

i don't use cement on a carb rebuild. if it comes loose on the inside of the carb it can get stuck in a orfice and you will have to pull it apart again.
