Because most cells are not in mitosis. To increase the chances of finding a mitotic cell, you look in an area where there will be more of them dividing, namely in areas of rapid growth, like new shoots, root tips, embryos etc.

Young organisms are growing and developing, they need to increase they number of cells, so their cells are in continous mitosis. You can look in an adult animal or plant too, but the number of cells in mitosis will be lower.
