Does this thing have daytime running lights? The voltage gets dropped by a resistor.

Is he turning the light switch on even tho he has daytime running lights?

Do they work on bright?

Some systems will have power going to the light and use the ground to turn on the lights, thru the switch. So you may see power there, but the bulbs still won't light.

Check out the head light relay. Insure you have good clean tight grounds

I have ran into this before and found the multifunction switch to be the problem (turn single/dimmer switch)
