I think you do not think of technical art, but the artistical.
For the latter: To interpret something as art, you must be an artist and when you are an artist you might see everything as art so art is everywhere.
for the former kind of art, the technical it is false, because bacteria, the sun or the stars for example, they are not technical but natural. But there is really a lot of things, which are technical today.

There is beauty, and therefore, art all around us. I am totally incapable of reproducing that beauty into art that can be appreciated by others but it moves me. So for me art is everywhere.
