When we meet Romeo he is sad because the woman he loves (Rosaline) does not love him back. Although a Montague and is suppose to hate the Capulets, Romeo does not hate anyone. He is seen in the early scenes to be blissfully pinning away about Rosaline to even concern himself with the matters such as the events between the Montagues and Capulets that was engaged in Scene 1.

When we meet Juilet she is baded by her mother and nurse and told whether she would like to marry Paris. Juilet is no more than a child and does not understand the difference between love(simply married to someone) and love(in terms of passion in which she experiences later on with Romeo). She is obedient in her parent's wishes, without much thought. Compared to Romeo's lust of love...Juilet's naitivity is strangly juxtaposed when she meets Romeo and it is Juilet who expresses the desire to marry the following day.

Hope this helps

Mood
There is a contrast of moods throughout the play. The mood created by the love between Romeo and Juliet is bright, happy, and romantic. The prevailing mood of Verona is ugly, harsh, and cruel, as evidenced in the needless conflict between the Capulets and Montagues and the action of those touched by the conflict. The death of Romeo and Juliet creates a mood of tragedy and despair.
