knowledge alone can promote a person to higher levels of management. Knowledge with experience is the best combination for promotion. Age wise even a Buffalo will be promoted which is of no use to any one.Government of India promotes people on cast basis. The more backward a person is faster will be his promotion.The government is virtually at stand still on account of this policy. Many thousand billions of rupees go down the drain each year because of mismanagement and ignorance.

I think that people should be promoted on the basis of their ability and there performance.

Some people do perform better at work than others, even those with experience.

In general experience is a factor in one's performance but it depends.

Anyway despite my view, unions simply promote people according to number of years on the job paying dues.

Nobody to my knowledge promotes according to raw age.

age is not productivity relative. Promotion ought to be on merit - i.e, those with the relevant work experience, good performance, good work attitude and ethic, and of course having the neccessary skill or knowledge.
