You ask a very important question. I believe employees should be promoted on the basis of work experience but because I am the oldest employee where I work, I was over looked for jobs where I have more than 5 to 10 years worth of experience in jobs and was finally laid off as the department moved south. Ageism is a problem that guys like myself face. Younger managers do not want older men working for them especially if they have a lot more experience than the younger manager.

Seniority only counts if you are proficiant at your job ... I know guys that have been in the same job for years an are still not very good at it so they don't deserve a promotion
Experience is the same ... you can have a wealth of experience yet still be unqualified ...
Promotion should come when you reach a level of competency and demonstrate the ability to properly manage the added responsibility that come with a promotion

Usually promotions involve added responsibilities such as team leadership or supervision. Someone may be a great salesman but not have what the manager sees as great leadership potential.
An employer that wants to succeed will promote from within the organization when it fits; you want to encourage the workforce to strive. But if there is no one available with high seniority they should be able to get a lesser experienced person that is a good fit for the job.

Seniority. I think a person's work experience at THAT job should mean more in promotion than someone's work experience at ANOTHER job.

Employees should be promoted on their ability to do the job they are being promoted to. They should not necessarily be promoted on their ability to do their current job, but should be able to get rewards commensorate with their contribution to the company bottom line. I know alot of good technical people who have been promoted to management positions, and have been rubbish.

I BELIEVE that employees should promoted primarily on work experience...however there are always other mitigating factors such as seniority,work ethic etc. You will find that in many employment situations.
