Be sure to include the fact that an employer does not want to hire someone who probably will not stay on the job long. So if you are very over-qualified, whether with education or experience or both, he will prefer someone who is more nearly at the best job he can get. An over-qualified person will most likely leave as soon as a better job is offered to him. In fact, many do not stop looking for a job even when they have only just accepted one.
A friend once hired a receptionist who stayed two weeks, and then took another job for which she had applied even before applying to his firm. Just got her halfway trained, and she's gone. That's an experience that makes an employer cautious.

Points to be included :-
1. Intelligence required to get education cf intelligence required for job. (boredom etc)
2. Will the new employee question decisions because of their education?
3. Will the educated person compete for scarce promotion positions.
4. Does the person want this job as a 'stop gap' whilst looking for another position?
Education is good and no one should worry about being "overeducated" as almost any education will aid the holder in any position they get and make them more employable.

By simply assessing the requirements of a job posting, one can already determine whether you are over-educated for a job or not. A college graduate applying for a job which requires highschool grads already makes that person fall under the over-educated category.
However, looking past certificates/diplomas, I think the question of being "over-qualified" for the job has more bearing in any recruitment process. This holds premium on other factors other than educational attainment - such as work experience - that are more crucial in guaging an applicant's competencies.

more of a personal experience than help for an essay:
When applying for a security job at our international airport, I made it to the final interview because of my qualifications and work experience, and also because I got the highest scores in all tests given. however they declined my application stating that because I was so highly qualified and had exceptional experience, that I would find the job too beneath me and would result in boredom. now I asked them how could I get bored doing the job I loved and protecting New Zealands border. their reply was that I was more qualified than they were so it would be uncomfortable to all parties involved.
I could not believe they turned me down, because every country needs eager and passionate people on duty.
I am now finishing my 2nd year at university and in one more year will have a degree (in another field).
our security at the airport is still staffed by overweight and bored guards, such a shame. they are bored because they do not understand the responsibility, they have no passion for it, and do it only because its a job. they are not bored because they are over qualified, but the opposite...sad.
I have been offered work in the middle east, but no thanks, I have a new life ahead of me now, a wife and children, and I bounce at clubs when I am needed.
This experience must be like a space shuttle pilot being turned down for a 747 job, even though the adventure is less, he or she has a passion for flying, even gliders... as long as it is fulfilling a dream.
I guess you have to offer the goods, but without too much glitter, or you will intimidate your potential employer. they prefer a little knowledge in you, not a lot. like the difference between confident and over confidence, the latter comes off a little too arrogant, even if you dont intend it to.
