i dont understand why that would be bothering you... but o.k.
the insensitive part: if you are friends then i guess you would want the best for them. being insensitive will cause social problems. So by asking this question, i think you just nominated yourself to let your friend know that they need to stop being a jerk. peopple don't like niether do people want to hear any insensitve comments they have to make. then you have to help them by telling them to shutup when they say something insensitive. And don't make it a cute, flirty shut up, no. tell them to shut-the-****-up. and not just one time. everytime they say something insensitive get on them about it. i've noticed that people who are insensitive are also smart. so they'll pick up on what your doing pretty quickly and get the point.
irresponsible- that's a tough one because if you are only their friend it's gonna be hard to teach them responsibility. i mean it's not like your their parent or anything. but i would just say to be extra responsible when you're with them. lead by example, right. but that's going to be tough. if they are an adult. if your a kid and their a kid, well.... that just raises a bunch more questions.
flirtatious?- yeah ummm i don't understand why this even effects you. what, are they flirtatious with you? if so then tell them you don't like them because they're insensitive and irresponsible. but if they're firtatious with some else? yeah i dont understand. why is that an issue? let them firt. not hurt'n nobody

tell your pal to study with this lady about her habit, and to study at the same time with her boyfriend. in the journey that they both set this lady without delay, probability is, she'll stop this habit. in spite of you do, in spite of the actuality that, do not tell her to threaten to inform the lady's boyfriend if she would not stop, or some thing like that. which will only reason unnecessary drama and could make your pal only as undesirable as this flirtatious lady. propose her to study at the same time with her pal respectfully, not in an indignant way. tell her to be respectful yet agency, and her boyfriend could do a similar if it maintains after your pal talks to her. yup, i also will make new friend instead. if ppl around stop talking to them, maybe they would change their behaviour and act like normal ppl does.
