Maybe he was a communist just as long as it took to realise that they were as dirty at in-fighting as anybody else...then he realised that he might as well make a living from this knowledge...so he became as dirty at in-fighting as anybody else...high on the power, and better-off than the average commie..

Having read this question three times, I think I now know what is being asked. But with spelling and punctuation on this level, one cannot be sure.
I don't think anyone agrees on what "tough on crime" means. It's just a slogan. If you think it means putting more people in prison, well our prisons are now bursting and we have the highest prison population in Europe.
This is the problem when you use slogans instead of saying what you mean. The truth is that punishments are not the main deterrents to crime. The real deterrent is:
The fear of getting caught. Honestly, that's it. That's why the death penalty is not a deterrent - if nobody thinks they will be caught, the penalty is not relevant.
I love the idea of a car ring Communist. Is this someone who operates a car ring, while attending CP meetings in the evenings ? My word, that John Reid is a busy man ! If you mean a card carrying communist - did you know the McCarthy Trials are now over ? And that they were in the US anyway ?
If you want to be taken seriously, spell and punctuate your question properly, and be clear about what you mean. otherwise people will just take the piss.

John Reid, tough on crime?
He is a complete Stalinist. He used to be the 'enforcer' for the communist party when at university and was apparently very violent. He will not be tough on crime, unless that crime is thought crime, or disloyalty to his version of the labour party.
If rampant criminality, like terrorism, can be used for personal political gain, he will allow it to become rife, and ruthlessly use the fear of it to push through ever more controlling and liberty destroying laws.
He is instinctively a control freak, and a totalitarian far worse than even Blair. He would have felt very much at home under the despotic Stalin regime on the old USSR.
The ONLY thing that would guarentee to make me vote Tory is having John Reid as PM.
He is a VERY dangerous man.

What is a car ring communist? Ffs! how old are you. Your punctuation is absolutely appalling, but in answer to your question; i don't think he is tough on crime. Didn't he do a u-turn on building a new prison because the people there didn't want it in their back yard. I fear politicians bow down far too often to objections. In all honesty those prisons have got to go somewhere and of course who'd want one in their back yard, but hey; so what, in the interests of protecting the public and providing a service Mr Reid should have went ahead with the plans to build one.

No one has been tough on crime and it will probably get worse . There's the new Human Rights act which can be misused and the liberal left lobby which seems more interested in the rights of criminal's then everyday people. Trendy Dave Cameron and his Notting Hill Party wont be any better (hug a hoodie?). We need a new party that represents the majority of the British people and its concerns so can have real change in the criminal justice system and maybe a referendum on the death penalty might be a good start.
