It depends on what kind of Cartoons you like to watch.
I love Cartoon Network for their Adult Swim Anime and the Venture Brothers. Love also Foster's Home for Imaginary friends.
Nickelodean has Danny Phantom
Disney has Kim Possible and the other disney programming.
Overall I like the Cartoon Network the best, but each has really great toons!

I have always been a Nickelodeon fan since I was younger. I really like Fairly Odd Parents, Jimmy Nuetron, The Backyardigans, Dora, Spongebob, Wonderpets, Diego, and a lot more. Besides back in the day they use to have Muppet Babies which was my absolute favorite. I like Disney, but they have a lot of pre-teen shows which I don't like. Cartoon Network is my second favorite though, then Noggin, then PBS, then Disney. Disney's more good for movies like Goof Troop & Parent Trap.

Really depends on the age group I think.
For youngest kids (<5), I would say Disney
For kids a bit older, until their tweens, I would say Nick\
As for myself, I grew up on cartoons and still enjoy watching them, but only anime offers more adult-oriented themes. It is not to say I don't enjoy "little kid" cartoons like Arthur, Spongebob, Avatar, etc. or the classics like Looney Tunes but usually anime shows like Monster or Ergo Proxy add a new dimension to cartoons for me.

We are all about Noggin in our house. My son is three.
Disney Channel cartoons are second place, don't like the situation comedy shows...they are lame.
PBS- is on everyday in our home. We love those cartoons!
Why waste time staring at a "tube" unless you are learning something and having fun as well.

Depends on the age.
Disney has stuff for little kids, like Stanley and JoJo's Circus (don't ask why I know those names)
Nick has some cool stuff for the elementary schoolers and some older kids who like that stuff, like Avatar and Catscratch
Toonami has some pretty great stuff for me and my friends, like Naruto and One Piece
Adult Swim rocks too, with Fullmetal Alchemist and Inuyasha
