Wooden wheels were known at least 6000 BC, probably much earlier. metal rims on wheels are found in excavations in Egypt- in the tombs of the Pharaohs. No one knows who invented the wheel, or where was it invented. The only culture which does not seem to have used wheels for transport were in pre-columbian America (north and central and south)
Rubber tyres were introduced together with the motor vehicles

I doubt anyone knows who came up with the wooden wheel carts were around in the days of Jesus. Metal rims were added much much later. Solid rubber was used on bike rims and early car tires. I think, Harvey Firestone developed a inertube for Henry Ford's Model T.
