There are a whole lot of approaches you can take.

Classes: Learning English with proper instruction is the best way to go. Enrol yourself in some classes that will guide you well. But other than that it all depends on how much time and effort you put in. I'm giving below some of my thoughts.

Reading - Try to read as much as you can. Magazines, newspapers, internet, books, whatever you can get your hands on. I highly recommend reading comic books in English. They give you a conversational pattern in different situations which you can adapt in your daily life. Of course keep a notebook and pencil handy along with your dictionary.

Listening: An important part of learning English is listening carefully to native speakers. Take special note of the intonation, word stress and accents. If you don't have native speakers around where you are, watch movies, TV programs or news in English and try to train your ears for these.

Writing: Keep a journal. Write whatever comes to your mind, from your boring daily routine to the annoying dog next door. The idea is to put your thoughts and feelings on to the paper (or computer, if you prefer). Later you can have your teacher or anyone else check it for you.

Speaking: Finally, nothing could be more effective than speaking. Even though one may have all the grammatical and technical knowledge, but without practice fluency is not easy to achieve. Make friends with native speakers and spend time talking with them. Get rid of your inhibitions and never be shy to make mistakes. We only learn when we make mistakes. Also, try to think in English. It's a good excercise.

Hope this helps.

Good luck (^o^)/

Join some classes. I am sure they have english classes there at your place. You may have to spend some extra money on that.
They will give you good grammar exercise and writing excercises.

Read a lot of books. Get to the local library and read a lot of story books. Start with short stories and then your grammar improves automaticaly.

By getting the sort of instruction that will make you confident that you are no longer confused. Get a good tutor, who will pull you out of this rut and dispel all doubts. Check out on instructors who have a proven track record of having made positive contributions to teaching students. This is the best way to get about it.

classes are important, but to practice between classes look at www.bbc.co.uk - there is a 'learn English' section with audio, vocabulary exercises, etc.

Also, find some people to email in English - ask them to correct you when you make mistakes

Definitely night adult ed classes. Contact the locals schools in your area. They are free and are usually held in the evenings in elementary and high schools. My parents went to those when I was growing up. Good Luck!
