I've heard the argument that he didn't have enough information to move forward with since even the accusation would ruin Folley's career. He had only been told that Folley was acting in a way that was very concerning, definitely not enough info to accuse ... right ?(*cough looks to left then right*). My thoughts on the matter is why not simply enact a warrant less domestic wiretapping on him that way no one had to know .... oh wait at the time congress had been bypassed about the whole program in a flagrant abuse of the presidents power. Well I'm sure some type of low profile investigation could have been possible.

People have been looking the other way for ages.

I have faced it at workplaces and it is at every level.
Whistleblowers always get punished and the baddies get promoted. I do not understand it but it is the way things happen.
I hope it changes but I will not hold my breath.
