What's the best way to handle a seller that won't respond and hasn't shipped merchanise purchased via PayPal? Is there a government agency that deals with online fraud?

File a complaint with pay pal. There is a set up process to take care of stuff like this and if they determine that the seller has not lived up to the terms of the sell. You can get your money back. From the pay pal site click on the dispute link. You can also click on the dispute link on EBay, but, if you paid by pay pal they will suggest you use the pay pal dispute process.

you will either file a complaint with paypal.com or ebay.com

worst case, take them to court but you will need proof you paid, so you will need to print out your receipt
