It sounds like the white spots are ich and the red marks are red streaking. The white spots the are known as ich are little parasites that attach themselve to the skin of the fish. The red streaking is internal bleeding.

The fish that is just lieing at the bottom probaby has swim bladder disease. The swim bladder is an organ the controls the fish's movement in the water. Sometimes they just arn't working properly. This disorder is harder to treat. The best working thing is to feed the fish green peas. Thats right, frozen green peas. This is probably the only cure I know of. The other thing you can try is to fast the fish for a couple of days.

To treat the ich any medication for external parasites including ich will do but my personal favorite company for medications is Mardel. Mardel makes Maracide and Maracide Concentrate for ich and external parasites.

The red streaks you are going to have to cure with an internal medication. After treatment with the ich medication, there is another medication you are going to have to buy. Again I reccomend using Mardel Maracyn-two for this one. It will treat the red-streaks and the rotting fins. Whatever you do, don't mix the ich medication and streaking medication at the same time, otherwise you will kill your fish.

Your fish has an infection. You can get medications to put in the tank to help it, but to be honest, it is probably too late.

After your fish dies, (i'm sorry to say it), empty your tank and clean it with very hot water and some paper towels, no soap. Throw the rock away and get new stuff. Then let it dry out completely and when you want to set it up again, talk to a fish specialist that some stores have. They can tell you if you should do anything extra with the water besides normal set up stuff.

this sounds like a bacterial infection that is usually caused by bad conditions, dirty water, etc
after this fish dies you need to sterilize your tank, get a book and start over

probably has the fish disease called ick. gonna die. you need to treat your tank before you put anymore fish in it and even if you have others in it now. Go to your local pet store and ask a salesperson to help you find what you need.
