The earth spins, the sun consumes fuel and the universe continues to expand. There would be "time" whether humans existed or not.
You are referring to a complete state of statis where nothing changed, no energy, no movement. Could a universe exist without energy?

We use the time in a lot of senses; one of those senses could be said to correspond roughly to "things changing", but surely this isn't the only sense in which we use the word "time". So in that vein, the answer is a tentative "Well, yes, probably", but not without a queer look.
Nevertheless, I want to say "Can you really imagine a world in which nothing ever changed? Can you put yourself into that world, yourself and other people, to talk with one another about whether time exists? If you are looking at that world from the outside, then you are looking at it from a world where things are changing, and so things are changing. Even if there were such a "thing" as time that we could go out and observe and look at and touch, it would seem this is not a question of fact.
In which case I want to say "Well, if you want to define time strictly as "things changing", for whatever reason, for amusement, say, then by all means do so... and then it is clear that the answer is 'no'! But what does this tell us? And so on".
As far as I know, this is one of the best and most fun way to deal with questions like this. One could also say, more simply, "Well, time is a human institution, humans couldn't exist in a world without change", or something like that. But I don't like to formulate thoughts like that -- they are too apt to be prey too quibblers!

if nothing ever changed than time has no meaning, as what it counts is the present in which time is meaningless, present is related to individual being and it is comprised of past and future but all related to the individual thinking instant, he is a drop of the infinite present being that exist until he is thinking. Thinking has no dimensions so is timeless and space less and it doesn't change anything. The present exist until my mind keep thinking.

Hola! That mignt not be true! Everything change with exception of the Time and God. Time has been eternal, but since the human came, it has given some time to live here and an eternity to live in heaven or hell. So, time has been for an eternity and it's going to be for an eternity. Just think in God, if God has exist for an eternity, time also has been for an eternity and it will be for an eternity. Time is same than love too, it doesn't change.

According to the very accepted theories of A. Einstein time is a fourth dimension equivalent to the three dimensions of space. This space time continuum is, was and will be what constitutes the nexus that is the universe apart from mass-energy. Quite apart from Einstein some hold that since space-time has duration ( the space time interval something endures) and this duration includes quantum-mechanical entanglement that space time is aware. It can sense intervals.

If nothing ever changed, then everthing would be "frozen" as it is now - at a precise moment in time. TIme would have not meaning because everything is frozen.
