A huge factor in snowmaking is not only temperature but humidity. I believe some of the more advanced snowmaking systems can get around this but at my resort I know that freezing temperatures alone are not enough to make snow. Our systems requires that the humidity to be very low or we can't get the water to freeze.

The first answer sounds reasonable. All you need is either a fan or a pressurized air supply, and a water supply. Even at slightly above freezing the water jetting out of the nozzle will encounter a wind chill effect, and thus still produce snow.

I'm no expert, but I've heard that the only requirement needed for snowmaking is that the temperature on the slopes be less than 35 degrees or so at night.
