When I am having trouble filling paper, I use some techniques from the book Drawing on the Right Side of the Brain (http://www.drawright.com/). Drawing with eyes shut is one of the techniques. Or you can copy a drawing without looking at what you are doing. Another really fun exercise is to draw random lines and shapes, and then fill in the white area with random colors and patterns, which makes for some interesting modern art.

Those techniques can get your creative juices going, but the best way to get good at drawing is to just copy what you see. Get a sketchpad and do still life sketches of everything with any medium you want, and aim for realism. Once you recognize the way light and shadow work, and how to draw the things around your home, you will pretty much be able draw anything.

Just start drawing on as much paper, cardboard,
canvas or whatever surface you can
get your hands on with
as many mediums as possible.
I try it and it may seem wasteful at first,
but it's a good way of getting
through all of the bad ideas to get to the good ones.
I like to think of it as breaking through an artist block.
Start small in a sketch book if you don't have much.
And look at what you made afterwards.
One of them might be a good idea.

Put knobbly stuff (corrugated cardboard, rug sample, sandpaper,) under the paper to be drawn on.

Tape the drawing tool (carefully) to a pet and 'help' him draw!

Smear cream (hand, toothpaste, jelly etc) onto the page first and then use crayons to get marks on the paper.

Crumble dry stuff (leaves, petals, eggshells) onto the page and follow the direction of the fallen stuff for your base drawing.

Well, is that a start?

How about one line drawing, draw something using one line, never picking up your pencil/pen from off the paper.

Draw with a pencil without an eraser so you see what you're doing but you don't change it.
