Mild steel is a relatively soft and cheap steel, as these things go. Mild steel is not suitable for tools and is not very suitable for springs.

I guess you know what a washer is.

Best metal cleaner available to the general public is WD-40. It isn't as good a lubricant as people think it is because it does clean the metal surfaces so well. But it does leave a slight oily residue so if painting afterward, wash it with acetone.

Edit: Jeeze, misunderstood the question I guess...sorry. :)
