There is a big rubber gasket in the center of the tank and two small rubber washers where the bolts go through. If it is leaking in the center you have to remove the tank and replace the big gasket. If it is just the rubber washers on the bolts, just drain the tank and slip the bolts out then new washers and tighten equally. Not too tight. Re-tighten a little at a time as the washers seat in.

Since you have to turn off the water and drain the tank to replace the bolts, it is best to go ahead and replace the gasket between the tank and the bowl at the same time.

the bolts usually rust and corrode. When you take them apart, they are damaged. Some times you need to cut them off with a hack saw. They sell repair kits that include the bolts anyway.

You have to empty the tank, and lift the tank off to put new rubber seals on

go to a local plumbing store (not lowes and home depot) and but a fluidmaster toilet rebuild kit. it will have a new fill valve, a new flapper (flush valve), a new set of bolts and a new tank/bowl gasket.

these are around $25 and have good instructions that any one can understand
