Well I guess you trusted him in the first place or you would never have lent him this amount of money. Sounds like he used you and friends don't do that to other friends. You could take him to Small Claims Court but even if you get a judgment how are you going to collect it if he's always "broke". Does he own anything of value, house, car, tools for work, his own small business maybe? If he does you can put a lien on his property and that way he has to deal with you before he can do anything with that property. You won't get your money over night but some day he will have to deal with you and the debt.

Yes,it is wrong for him to take your money,but trying to get it back may cost almost as much as he owes.If it was meant for you from another client,can that client stop payment or can a boss or someone else?You can also report him to the better business bureau,try small claims court,or mediation.

Need more detail on whether he had commited an offence on "Criminal Breach of Trust" (CBT). If it's a criminal offence, tell him to return the money or report to Police (CBT max sentence is 7 years imprisonment). If it's just civil case, $1400 is really not worth legal action or getting collection agency to get it from you. You just need to keep pester him, shown him you are more broke than him, probably he will pay you back.

Since is not a small amount, I think you can bring him to court for own you the $$$.
By the way do you had any black and white that you lend him the money. If no then I dont think you can get back your money. Law need paper works.

Go to the local small claims court and file an action against him. You can do that without lawyers, and get the local sheriff or police force to enforce whatever court order you get. Be prepared to provide whatever documentation/evidence you have.
