statement money market deposit account for three years?

Savings accounts range from under 1% to 5% at some banks and credit unions. This rate varies though, and would not be guaranteed for 3 years or even 6 months.
I have not heard of the statement account, there are certificates of deposit (CDs) that do have defined terms to get the rate (from 3 months & up usually in 3 month increments) but strangely, these rates are currently not much more than the 4.5 % to 5% available now on regular savings accounts . . . go figure !
& for some reason bankrate does not list the regular savings rates like at ING or CitiBank so
